THE HISTORY / EVOLUTION OF HUMAN RESOURCE MANAGEMENT


Ancient People Management
The history of HRM can be traced back to early civilizations and even beyond. As the human beings evolved and started to live in small groups or tribes since then there started to emerge a division of labor for example who will be the tribal leader (Selection process), who will hunt and  cook the food (division of labor) and the trainer who will train younger tribal members about how to hunt, passing on important social skills and understanding the environment around (training and development). Similarly as human societies further developed(For example Indus civilization and Egyptian and Roman societies) it resulted in development of different occupations e.g. cobbler, farmer, traders and so on which further divide the work in society and increased specialization. The concept of slavery also started at this time.  Labor management at this time related to the issues of pay and  health and safety of slaves and employees. 

Modern People Management
Modern people management started to emerge during 17th and 18thcentury. Modern people management can be divided in to three stages including Industrial revolution, Human Relations movement and people as a competitive advantage.

 Industrial Revolution:
Before Industrial revolution most of the people/ craftsman used to work for themselves at small scale and usually in their own houses. With the development of Science which brought coal powered steam engine, railway system and other better machineries and tools lead to the Industrial revolution. This was the 18th century when Europe started to move from Agriculture age to Industrial age which resulted in population migration from villages to nearby cities and towns where employment was available in these factories. In these factories a special role started to emerge named ‘Welfare Officer’. Their main job was to look after employees, visit their houses in case they get injured or fell sick and provision of some benefits including low interest loans and sick pay.
At the same time this revolution leads to huge differences or distances in societies because of widening gap between the employer and employees. Employer becomes richer and richer while employees started to realize the employer’s exploitation and their rights. To overcome their weaknesses employees started to join together and thus the concept of trade union/labor union emerged. The main objective of trade union/labor union was to protect the interest of labor and collectively negotiate with the management about issues such as higher pay, better working conditions and benefits such as holiday pays, overtime pay etc. With the rise of trade unions management also responded to this situation by replacing the old ‘Welfare Officer’ with  a new role in factories named ‘Labor Managers’. Their main job was to manage both the labor welfare activities as well as keeping the trade union under the management control to maintain smooth production. 

Human Relations Movement:
The Hawthorne Experiments carried on in Western Electric Company in Illinois which continued from 1924 to 1931 resulted in Human relations movement. The essence of Human relations movement was that human beings are human beings not just merely the workers, so if treated with respect and as a human along with good manager and employee relations it can lead to higher motivation and productivity.  A new role started to emerge after the Second World War 1945-1980 which was called ‘Personnel Manager’. They were merely replacing old Labor managers and Welfare officer but their duties did include the elements of old roles. Overall their job was to manage employee’s benefits and welfare, maintaining good employer and employee relations by managing trade union/labor unions effectively and managing all other administrative duties related to the management of people such as health and safety, protecting management interests, pay and ensuring compliance with legislation

People as a Source of Competitive Advantage:
 After 1980’s term ‘Personnel Manager’ started to be replaced by a new term’ Human Resource Managers’.  Basically after 1980’s most advanced economies such as America, Britons and other European countries shifted from Industrial era to Information era. With this shift most of their workers who used to be Industrial workers started to become knowledge workers or service workers. Now Industries started to move to other less developed countries where labor and raw material was cheaper and easily available. At this time most service sector organization such as blue chip companies, consumer electronics companies started to recognize that competitive advantage can be achieved by having a highly skilled and motivated employees. It is based on the assumption that if you have employees who have better knowledge, skills, abilities and attitudes and are highly motivated, then such organization can outperform their competitors or those organizations that have less developed staff. So now the role of HRM started to become strategic which means HR practices and policies are aimed to achieve competitive advantage for the organization by effectively managing its human resource.

INTRODUCTION TO HRM- BASIC TERMINOLOGIES

The term HRM stands for Human Resource Management. It is that function of Management which is responsible for managing all the affairs related to the people or internal customers or employees. It includes HR Planning, Recruitment and Selection, Training and Development, Compensation or Pay Management, Performance Management , Disciplinary procedure, Health and Safety, Careers Management,  Industrial/Employee relations, Organizational Culture management and much more.
Normally there is a full time person or Department in organization who look after all these activities similar to Finance and Marketing Department who are responsible for managing the finance or external customers of the firm respectively. . This person is called HR Manager or HR Department.  

Common Questions you can be asked during a training session or classroom are:
What is the Importance of HRM?
What is the difference between HRM and HRD?
What kind of jobs you we get after studing HRM?
Why many organizations do not have any HR Department? 
Who is responsible for HR if there is no HR department or manager?
What is the future of HRM?

 Answers:
Importance of HRM is that without effective people management no organization can survive or grow in the long run. If organization is in Industrial sector, good employer-employee relation is must for smooth running of operations and production. It is HR department / manager who strive to create a good relationship between employer and employees. Similarly HRM becomes more important for services sector which contribute a big portion of GDP specially in developed economies. Reason is that in services sector a big portion of total cost is labor cost or people. So if organization do not manage these expensive resource properly it means that organization resources are not utilized effectively. 

Difference between HRM and HRD is that HRM relates to all the activities of managing employees in an organization while HRD which stands for Human Resource Development includes training, learning, development and coaching etc. So we can say that HRD is a sub-field of HRM which specifically relates to the improvement or enhancement of employees knowledge, skills, abilities and attitudes.

Students of HRM can get jobs as Recruitment Officer, HRD specialist, Training Officer, Compensation specialist, Performance Management Specialist, Health and Safety Officer, Employee relations officer, Personnel Manager, Organization Development consultant, Knowledge manager and administration officer and much much more.

The reason that many organization specially small and medium size enterprise do not have HRM department is that it cost money ($) to setup an HR department or hire an HR manager. In these organization normally General manager or line manager look after these HR activities. Moreover many organization do not give importance to HR issues because they have more concern for finance or customers. However it can be argued that if organization have sound HR practices it can result in effective financial management as well as higher customer satisfaction and thus higher profits.

The Future of HRM seems great as more and more organizations are recognizing the importance of people issues and thus either employing HR experts or developing HR skills of existing general or administrative managers. HRM is becoming a managerial fad and fashion even in developing economies where it is believed that by having HR Manager or function organization will be in a better position to compete in the marketplace.

INTRODUCTION

Hello everyone I am M Tahir. For very long time I have been thinking about writing blogs but either could not get enough time or proper ideas. Now I decided to write about HRM. Before writing about HRM, let me introduce myself to you. I have been working independently as an HR and Management Consultant. Besides this I have also been teaching HRM Courses in a local university. But this is not it, I have been also involved with a small scale business (Trading). Well  you might be surprised that how can I do so much work, well the key lies in my personal life. First I have some very sound time management principles which enable me to manage my time more efficiently. Second I am single and living with my parents which means besides taking care of my parents I have nothing much to do which means loads of free time. 
One more thing Let me tell you about my Qualification, yes it is important because it is my qualification which enabled me to do so much with so little resources. I completed my Masters (MS) degree in International Human Resource Management in 2010 from University of the West of England Bristol UK. Before that I did my BBA degree and also completed numerous training and certification including Advance diploma from ABE (Association of Business Executives-London UK) and a Certification in Insurance and Risk Management from CII (Chartered Insurance Institute-London UK). Previously I worked in different roles for big companies like DHL, Whitbread, First Group and Mead Kings which enabled me to develop some sound diverse industry experiences and organizational skills. 
Well that's all for my Introduction but let me tell you about this blog. In this blog I will combine my Consultancy Teaching and Human Resource Development experience. This blog is for those audience who want some real practical Human Resource knowledge and skills. It will help Lecturers to prepare their lectures in easy format while those HR professionals who have some HR problems may find some practical hands-on advice on the issues.As an Environmentalist this blog will also include tips and techniques for becoming more environment friendly for  individuals, groups, households and organizations.
